Michelle De Mooy is director of the Tech & Public Policy program in Georgetown University’s McCourt School of Public Policy. She is a leader in technology policy, focused on ensuring that emerging technologies advance human rights and democratic values.

Before joining the McCourt School, De Mooy led cutting-edge projects for large companies and philanthropic organizations such as the Omidyar Network, Conde Nast and Hearst. Projects included developing a forward-looking revenue model for digital media via a shared content and advertising network, creating a nonprofit-led governance framework for digital identity on the web and working with venture capitalists to craft a data ethics assessment tool. She was previously director of the privacy and data project at the Center of Democracy & Technology, where she drafted federal privacy legislation and guided coalition efforts to push it forward. She’s also testified before Congress and other regulatory bodies on various digital liberties-related issues and managed a team of lawyers and technologists shaping policy and governance around emerging technologies.

De Mooy’s published research has examined how social technologies are designed and governed, new frameworks for data regulation, bias in the algorithms that power health apps, data sovereignty, privacy self-management, and investments in the digital “trust” marketplace. She has spoken at events like SXSW, RightsCon and the Internet Governance Forum and testified before the Federal Trade Commission and the European Parliament. De Mooy has also contributed to media outlets including The New York Times, NPR, The Washington Post and CNN.

For the Tech & Public Policy program, De Mooy is building initiatives that translate academic insights into actionable policy that drives impact. Current projects include innovative programming to reimagine policymaking, a partnership with a social media platform to provide access to data for Georgetown researchers and an AI Policy Lab.
