Paul serves as the president and CEO of AHC Inc., a nonprofit developer of affordable housing that provides quality homes and educational programs for low and moderate-income families in DC, Maryland, and Virginia (DMV).  He was formerly executive vice president for the Urban Land Institute (ULI) where he oversaw global management advisory services, urban planning, professional development, and award programs.

Prior to joining ULI, Bernard served as vice president at Enterprise Community Partners Inc., where he led the organization’s national public-sector and community development advisory practices. He has held several senior roles in both government and the private sector throughout the years. Bernard was senior vice president at Walker & Dunlop and a principal at MuniMae, where he managed the company’s growth and operations for approximately $1 billion in institutional capital. 

Bernard also held senior positions in Detroit, Michigan, where he was appointed by Mayor Dennis Archer as the director of planning and development and at Public Financial Management (PFM), where he was a senior managing consultant for federal, state, local municipalities, and public authorities.

He holds a bachelor’s degree from Georgetown University, a master's degree in public policy from Harvard University, and an MBA from Georgetown University.
